That's if kitty even bothers to acknowledge you in the first place. The only oddball in my house is Horus. He comes when called, unless there's birds in the backyard and he's busy chattering at them.
My Nikki too!! I think the whistle sound bother her, so she comes close to me to make me stop, even if she doesn't really want to come. We must use that power with responsibility... LOL

I heard that you shouldn't keep making eye contact with them. You should look at them for a second and then look away. Then they'll trust you and maybe come up to you :)
I had really good luck with an experiment. I decided to ignore my cat for a couple of days, other than feeding him I didn't try to snuggle or pet or anything. Sure enough he ended up following me around the house and snuggling in bed demanding attention. We have since give back to normal routine where he ignores me until he wants something lol.
I think they do this because if they completely ignore you, then you're all "well maybe he didn't see me." If they do it this way, they're saying "make no mistake, I definitely see you. I'm ignoring you because I choose to."
